If the Minister prepares draft offsets policy guidelines, the Minister must also prepare a notice about the draft guidelines (a consultation notice).

If the Minister publishes a consultation notice about draft offsets policy guidelines—

anyone may make a written submission to the Minister about the draft guidelines; and

submissions may be made to the Minister within 3 weeks after the day the consultation notice is published on the authority website (the consultation period); and

a person making a submission may, in writing, withdraw the submission at any time.

A consultation notice must—

state the matters mentioned in subsection (2) (a) to (c); and

include the draft offsets policy guidelines; and

be published on the authority website.
