5.30 Permanent stay
If:
(a)
a party (the first party) to a proceeding is, or has been, subject to a stay order under rule 5.25; and
(b)
the first party, or a person acting with the authority of the first party, engages in communication with, or conduct towards, another party to the proceedings, a Judge, an officer of the Court or a member of the staff of the Court, in a manner that is abusive, threatening, unduly repetitious or otherwise inappropriate;
the Court may, on its own motion, make an order that the conduct of any application for relief by the first party in the proceedings be permanently stayed.
