The objective of this clause is to promote employment opportunities on the land to which this clause applies.

This clause applies to land in the Blacktown central business district that is within Zone MU1 Mixed Use, identified as “clause 7.12(2)” on the Key Sites Map.

Development consent must not be granted to the erection of a building, or to a change of use of a building on land to which this clause applies, unless the consent authority is satisfied that the ground floor and first floor of the building will be used for a purpose other than residential accommodation.
