The Administrator may make regulations not inconsistent with this Act prescribing all matters which are required or permitted to be prescribed or which are necessary or convenient to be prescribed for carrying out or giving effect to this Act and for prescribing penalties not exceeding 8 penalty units or imprisonment for

6 months for a breach of a regulation.

Without limiting the generality of subsection (1), the

Administrator may prescribe procedures and forms for an application to the Local Court to determine an amount of compensation under section 21(2).
