48C Requirements as to making of allocation
(1)
The Minister may make an allocation under section 48B either—
(a)
of his or her own motion; or

(b)
at the request of the Water Holder.
(2)
The Minister, on allocating an entitlement under this section, must cause a copy of the instrument allocating the entitlement to be published in the Government Gazette.
