48OA Transfer of environmental entitlement
(1)
The Water Holder may, by instrument, apply to transfer the whole or a part of an environmental entitlement, to any person.
(2)
The Water Holder must not transfer an environmental entitlement under subsection (1) unless the Water Holder has first applied for and obtained the approval of the Minister.
