18 Criteria for categorisation as species otherwise in need of special protection

A native species is eligible for listing in the category of species otherwise in need of special protection at a particular time if, at that time —

(a)

it is a species for which a need for special protection exists; and

(b)

it is not eligible for listing in any of the categories referred to in section 13(1)(a); and

(c)

listing in that category is otherwise in accordance with the ministerial guidelines.
