19 Access to records
(1)
Before the completion of an investigation into a death, a coroner may direct that part or all of the record of the investigation of the death be made available to such persons or class of persons as the coroner directs.
(2)
After the completion of an inquest into a death the coroner’s record of the investigation of the death is to be open to public access unless the coroner orders otherwise.
