33 Existing approvals
Development —
(a)
that was lawfully being carried out in a local government district in the region immediately before the Scheme came into effect; or
(b)
in respect of which all necessary approvals under the local planning schemes applying to that district were in force immediately before the Scheme came into effect,
may be lawfully carried out as if this Scheme had not come into effect.
