87 Absent or incapable owners
(1)
Where the owner of an adjoining property required to be notified of proposed building work cannot be found or is unable to act, the relevant person may apply to the Director for the appointment of a person to act for the owner during the owner's absence or incapacity.
(2)
An application under subsection (1) must indicate the circumstances of the case and the grounds of the application.
