8 Registrar
The Minister:
(a)
shall appoint a person who is an employee within the meaning of the Public Sector Employment and Management Act 1993 to be the
Registrar of the Board; and
(b)
may appoint such a person to act from time to time as Registrar of the Board during the absence of the Registrar from the Territory or from duty or during a vacancy in the office of Registrar.
