17 When strangers entitled to notice and to appear
Where in any proceedings before a tribunal mentioned in the Constitution an imputation is or is likely to be made on the character of a person not a party thereto that person is entitled – to receive notice of the proceedings; and to appear therein and defend his character if he so desires.
This section does not apply in respect of cross-examination of a witness as to credit.
