23 Who is an agency service provider
A person is an agency service provider if the person enters into a contract with the National Agency to provide goods or services for or on behalf of the National Agency to another person who is not a department of a participating jurisdiction, prescribed authority or the government of a participating jurisdiction.
A person is also an agency service provider if—
the person enters into a contract (the subcontract) with an agency service provider mentioned in subsection (1) (the head contractor); and
under the subcontract, the person provides, for or on behalf of the head contractor, the goods or services the head contractor is to provide under a contract mentioned in subsection (1).
