1 Definitions
In this Schedule—
Sch. 1 cl. 1 def. of APT or annual phase out threshold inserted by No. 18/2023 s. 74(a).
APT or annual phase out threshold means, for the financial year commencing on 1 July 2024 and each subsequent financial year—$3 000 000;

C is the number of days in the relevant financial year in respect of which—
in the case of an employer, the employer paid or was liable to pay taxable wages or interstate wages (otherwise than as a member of a group); or
in the case of a group of employers, at least one member of the group paid or was liable to pay (as a member of the group) taxable wages or interstate wages;

COVID-19 debt temporary payroll tax surcharge means an additional amount of payroll tax calculated in accordance with this Schedule, being the amount represented in a formula by the variable T;
financial year means the financial year commencing on 1 July 2007 or on 1 July in any subsequent financial year;

FY is the number of days in the financial year;

GIW represents the total interstate wages paid or payable by the group concerned during the relevant financial year;

GTW represents the total taxable wages paid or payable by the group concerned during the relevant financial year;

mental health and wellbeing surcharge means an additional amount of payroll tax calculated in accordance with this Schedule, being the amount represented in a formula by the variable S;

net deduction means the amount of a deduction from payroll tax calculated in accordance with this Schedule, being the amount represented in a formula by the variable ND;
Sch. 1 cl. 1 def. of PR or phase out rate inserted by No. 18/2023 s. 74(a).
PR or phase out rate means—
for the financial year commencing on 1 July 2024—45%;
for the financial year commencing on 1 July 2025 and each subsequent financial year—50%;

R is—
for the financial year commencing on 1 July 2007—5·05%;
for the financial year commencing on 1 July 2008 or 1 July 2009—4⋅95%;
for the financial year commencing on 1 July 2010, 2011, 2012 or 2013—4·90%;
for the financial year commencing on 1 July 2014, 2015 or 2016—4∙85%;
for the financial year commencing on 1 July 2017—
3·65% in the case of a regional employer; and
4·85% in any other case;
for the financial year commencing on 1 July 2018—
2·425% in the case of a regional employer; and
4·85% in any other case;
for the financial year commencing on 1 July 2019—
1·2125% in the case of a bushfire relief regional employer; and
2·425% in the case of any other regional employer; and
4·85% in any other case;
for the financial year commencing on 1 July 2020—
1·2125% in the case of a bushfire relief regional employer; and
2·02% in the case of any other regional employer; and
4·85% in any other case;
for the financial year commencing on 1 July 2021 and each subsequent financial year—
1⋅2125% in the case of a regional employer; and
4⋅85% in any other case.
relevant financial year means the financial year to which the calculation of the relevant payroll tax relates;

TA or threshold amount means—
for the financial year commencing on 1 July 2015—$550 000;
for the financial year commencing on 1 July 2016—$575 000;
for the financial year commencing on 1 July 2017—$625 000;
for the financial year commencing on 1 July 2018, 2019 or 2020—$650 000;
for the financial year commencing on 1 July 2021, 2022 or 2023—$700 000;
for the financial year commencing on 1 July 2024—$900 000;
for the financial year commencing on 1 July 2025 and each subsequent financial year—$1 000 000.
