8 Quorum and business of Council
(1)
A question shall not be determined at a meeting of the Council unless at least eight members of the Council are present.
(2)
Minutes shall be kept of proceedings of meetings of the Council.
(3)
Subject to the Act and this Constitution, the procedure of the Council is in its discretion.
