72 Submission to Minister
(1)
The CEO may submit a draft programme to the Minister for approval.
(2)
The draft programme must be accompanied by any submissions received as a result of consultation under section 71.
(3)
The Minister may require the CEO to modify the draft programme and resubmit it.
