18 President to establish panel
(1)
The President must establish and maintain a panel of names of people who —
(a)
in the opinion of the President have appropriate qualifications and experience in one or more of the fields of medicine, psychology, psychiatry and social work; and
(b)
are willing to be appointed for the purposes of section 139.
(2)
The President may remove the name of a person from the panel at any time.
