30 User or carer must try to resolve matter

The Director may reject a complaint if the Director is not satisfied that —

(a)

the user or carer, as the case may be, has taken reasonable steps to resolve the matter with the provider; or

(b)

in the case of a user, if the complaint was made on the user’s behalf, all reasonable steps to resolve the matter have been taken on the user’s behalf.
