The following development is not development specified for this Part—
(a)
the erection of a roof terrace on the topmost roof of—
(i)
an existing or a new dwelling house, or
(ii)
an existing or a new outbuilding,
(b)
the erection of a building over a registered easement,
(c)
the erection of a basement.
