This Act is primarily about marine safety.
(2)
Even though it is possible to regulate to achieve the highest level of safety, this would ignore the impact of the regulation on the effectiveness and efficiency on the Queensland maritime industry.
(3)
Therefore, this Act establishes a system to achieve an appropriate balance between safety and cost.
