14 Pecuniary interests, disclosure of
(1)
A member who has a direct or indirect pecuniary interest in a proposal before the Board —
(a)
shall disclose the nature of the interest to the Board at each meeting where the proposal is discussed; and
(b)
shall not take part in any deliberation or decision of the Board with respect to the proposal.
(2)
A disclosure made by a member under this section shall be recorded in the minutes of the Board.

A member who fails to comply with subsection (1) is guilty of an offence and is liable to a penalty of $20 000.
