92 Standard instruments
The Secretary may issue a certificate under section 65 or furnish a report under section 69 (despite sections 65(1A) and 69(2), as inserted by the 2005 Amending Act) if the Secretary is satisfied that—
significant council resources have been expended in the preparation of the draft instrument before the prescription of the relevant standard instrument, or
the draft instrument makes a necessary amendment of a principal environmental planning instrument made before the prescription of the relevant standard instrument, or a necessary amendment of an instrument referred to in paragraph (a),
and the Secretary is satisfied that satisfactory arrangements have been made for the making of a replacement instrument in accordance with the relevant standard instrument.
