39 Modification of section 125 (Power to arrest interstate offenders)
After section 125(3)

To avoid doubt, a proceeding under this section in respect of an offence to which this section applies is only a cross-border offence if:
(a)
the offence is an offence under the law of another participating jurisdiction; and
(b)
the person arrested for the offence has a connection with a cross-border region that is partly in the other jurisdiction.
