9 Submission of environment plan
(1)
Before commencing an activity, the operator of the activity must submit an environment plan for the activity to the Minister.
(2)
An environment plan may be submitted for one or more stages of the activity if the operator and the Minister so agree.
(3)
An environment plan —
(a)
must be in writing in a form approved by the Minister; and
(b)
if the Minister approves — may relate to a specified activity in one or more identified locations specified in the plan.
