4 Purpose of assistance
(1)
The purpose of assistance under the scheme is to assist in meeting the needs of primary producers affected by an eligible disaster of substantial magnitude, to recover from the disaster.
(2)
However, assistance under the scheme is not intended to—
(a)
compensate primary producers for losses suffered; or
(b)
encourage primary producers in marginal production areas to increase risks in their farming operations.
