5 Meaning of draft plan
A draft plan, for an eligible entity, is a plan about drought resilience in a particular area or region of the State, that—
(a)
was given to the chief executive by the eligible entity before the commencement; and
(b)
that has not been approved, or refused to be approved, by the Commonwealth Minister for drought as a regional drought resilience plan.
