16 Method of appointment of appointed members
Regulations made for the purposes of paragraph (b) of section 15(1) are to be consistent with the following, unless particular circumstances require otherwise —
one third of the members referred to in that paragraph are to be persons who are resident in the region and nominated in accordance with the regulations;
one third of those members are to be members of the council of a local government in the region and are to be nominated by local governments in the region in accordance with the regulations; and
one third of those members are to be appointed at the Minister’s discretion.
