10 Chairperson
At every meeting of the Council—
(a)
the Chancellor or, in his or her absence, one of the deputy chancellors elected by the meeting, is to preside as chairperson; and

(b)
in the absence of the Chancellor and the deputy chancellors, the members of the Council present must elect a government appointed member or Council appointed member as chairperson.
