17 Licence to use security sensitive dangerous substances
An applicant for a licence to use security sensitive dangerous substances must satisfy the regulatory authority that the applicant intends to use security sensitive dangerous substances for legitimate purposes.
Legitimate purposes for the use of security sensitive ammonium nitrate include the following—
commercial production processes, including production of fertiliser or explosives,
mining, quarrying and agricultural blasting,
construction,
civil engineering,
seismic work,
tunnelling,
commercial agricultural use by primary producers,
education, research or analysis.
The following are not legitimate purposes for the use of security sensitive ammonium nitrate—
household domestic use,
use as a fertiliser on recreation facilities including on parks, golf courses and sports fields.
