60 Access to explosives only in accordance with security plan
An individual must not access an explosive or explosive precursor under a licence for which a licence holder has submitted a security plan unless—
the individual holds a licence that authorises the individual to handle the explosive or explosive precursor, or
the individual—
holds a security clearance that is in force, and
is listed on the security plan as a person authorised to have access to the explosive or explosive precursor, or
is directly supervised by—
the licence holder, or
for a licence held by a corporation—a responsible person for the corporation, or
an employee of the licence holder who holds a security clearance that is in force.
Maximum penalty—250 penalty units.
For this section, a person has access to an explosive or explosive precursor if the person has access to—
the secure magazine or secure store in which the explosives or explosive precursors are stored, or
the keys, codes or other devices used to unlock a secure magazine or secure store in which the explosives or explosive precursors are stored.
