29 Staff of licence holders—the Act, s 24B
An employee of a licence holder is not required to hold a licence to handle explosives or explosive precursors if—
the employee holds a security clearance that is in force, or
the employee is acting under the immediate supervision of another employee of the licence holder who holds a security clearance that is in force.
An individual engaged by a licence holder, other than an employee, is not required to hold a licence to handle explosives or explosive precursors if—
the individual is acting under the immediate supervision of an employee of the licence holder who is responsible for supervising the handling of explosives or explosive precursors (the supervisor), and
either the individual or the supervisor holds a security clearance that is in force.
