The applicant establishes that the applicant’s principal purpose in entering Australia is:
(a)
to pass through Australia in transit to another country; or
(b)
to pass through Australia for the purpose of signing on to a non‑military ship (other than a ship that is being imported into Australia) as a member of the crew.
