The applicant satisfies:
(a)
public interest criteria 4001, 4002, 4003, 4004, 4005 and 4012; and
(b)
if the applicant is not a person described in sub‑subparagraph 773.213(1)(d)(i)(A) or (B)—public interest criteria 4013 and 4014.
