11.17 Persons to whom remediation orders may be given
A remediation order may be given to any or all of the following persons—
(a)
the current or former landholder of any land on which the damage concerned occurred,
(b)
any other person the Environment Agency Head reasonably believes is responsible for the damage concerned.
