193 Liability of actual offender unaffected
(1)
Nothing in this Division affects the liability of the actual offender.
(2)
However, if a penalty has been imposed on or recovered from any person in relation to any designated offence, no further penalty may be imposed on or recovered from any other person in relation to the offence.
(3)
Subsection (2) does not operate to prevent a penalty being imposed on or recovered from each of the drivers of a vehicle between the detection points for an average speed detected offence.
