111 Other reference provisions
A reference in this Part to the owner, operator or registered operator of a vehicle includes, in the case of a group of vehicles that are physically connected, a reference to the owner, operator or registered operator of each of the vehicles in the group.
A reference to a contravention of a relevant law or scheme is a reference—
in the case of a road or transport law or a non-Victorian road or transport law, to the commission of an offence against that law;
in the case of an approved road transport compliance scheme, to a failure to comply with, or to a breach of, that scheme.
A reference to a requirement imposed by a law or scheme includes a reference to a requirement imposed under a law or scheme.
