The Secretary may approve, in writing, a first‑stage behaviour change program to be provided by an approved provider to persons who are required under this Act to complete a first-stage behaviour change program.

The Secretary may approve, in writing, a second-stage behaviour change program to be provided by an approved provider to persons who are required under the regulations to complete a second-stage behaviour change program.
