The Secretary may charge a fee for any service the Secretary provides in connection with the registration of vehicles or the licensing of drivers or a recall procedure being conducted by the manufacturer or supplier of a vehicle.

The fee charged for a service under subsection (1) (other than a service provided in connection with the assignment of registration numbers) must not exceed the cost to the Secretary of providing that service.

Nothing in this section limits section 5AC(4), 5ACA(6), 5ACB(5), 5AE(2) and 5AEA(6).
