This rule does not apply to the rider of a motor bike that is a postal vehicle, the rider of a bicycle, the rider of an electric scooter or the rider of an animal if—
the rider is riding on a footpath, nature strip or shared path; and
the rider is permitted to ride on the footpath, nature strip or shared path under these Rules; and
either—
the oncoming vehicle is not on the footpath, nature strip or shared path; or
the oncoming vehicle is not permitted, under these Rules, to be on the footpath, nature strip or shared path.
