400 Definitions
In this Part—
Rule 400(1) def. of animal under control amended by S.R. No. 153/2019 rule 4(Sch. 1 item 23).
animal under control means—
an animal that is on a municipal road—
in accordance with a permit issued by a Council; or
that is being moved within a municipal district in circumstances in which a local law provides that a permit is not required; or
an animal that is being moved across an arterial road in accordance with a permit issued by the Head, Transport for Victoria; or
an animal that is being moved across a road (which is neither a municipal road or an arterial road) in accordance with a permit issued by the coordinating road authority for that road;

coordinating road authority, for a road or road related area or highway (a Road Safety Act road), means the coordinating road authority (within the meaning of the Road Management Act 2004) for the road (within the meaning of that Act) that consists of or includes the Road Safety Act road;
municipal road has the same meaning as it has in section 3(1) of the Road Management Act 2004.
For the purposes of this Part a sign is to be taken to be similar to Diagram 1 or 2 set out in rule 402 despite—
the use of a reference to a particular kind of animal in place of the word "stock"; and
the use of a picture of that kind of animal in place of the pictures of a cow and a sheep.
For the purposes of this Part a sign is taken to be similar to Diagram 1 set out in rule 402 despite the use of a different number in place of the number 5 and the use of the letter "m" (meaning metres) instead of the letters "km" (meaning kilometres).
