(2)

The rider of a bicycle or an electric scooter, or the driver of a vehicle that is not a motor vehicle, must not have a portable device resting on any of the following—

(a)

the rider's or the driver's body;

(b)

clothes worn by the rider or the driver;

(c)

an item in the rider's or the driver's lap—

while the bicycle, the electric scooter or the vehicle that is not a motor vehicle is moving, or is stationary but not parked.

Penalty: 10 penalty units.
