4.12 Substituted service outside Victoria

An order made under subrule (1) may specify that electronic communication be used for the purpose of bringing the document to the notice of the party or person to be served.
The Tribunal may make an order under subrule (1) despite the person or party to be served being outside Victoria (including outside Australia) or having been so when the proceeding commenced.
