The appeal is started by filing a notice of appeal with the clerk of a Magistrates Court.
The appellant must serve a copy of the notice on—
the other persons entitled to appeal against the decision; and
the commissioner.
Despite subsection (2), the clerk of the court may ask the commissioner to serve a copy of the notice on a person mentioned in subsection (2)(a) whom the appellant is unable to serve.
The notice of appeal must be filed within 28 days after the person is given an information notice for the decision.
The court may at any time extend the period for filing the notice of appeal.
