No fee is payable for the following—
(a)
the lodgement and registration of an instrument of transfer of a water allocation to, or acquisition or lease of a water allocation by, the State;
(b)
an application for, or an application for a dealing with, a water licence with a stated purpose of ‘CYPHA’.
